Museveni Outlines Budget Priorities at Kyankwanzi Retreat

President Museveni has outlined Uganda’s key budget priorities under NDP IV, focusing on wealth creation, infrastructure, and economic transformation.

President Yoweri Kaguta Museveni has outlined key budget priorities anchored in Uganda’s Fourth National Development Plan (NDP IV), as the NRM retreat in Kyankwanzi entered its fourth day.

Addressing newly elected NRM Members of Parliament at the National Leadership Institute Kyankwanzi, the President said government will focus on full monetisation of the economy to drive growth and household incomes.

He highlighted wealth creation initiatives such as the Parish Development Model (PDM) and Emyooga as central to expanding economic participation.

Museveni said value addition in agriculture, tourism, and minerals, including oil and gas, will remain a priority to boost exports and industrialisation.

He also pointed to the knowledge economy, science, technology, and innovation as critical drivers of future growth.

The President identified strategic infrastructure, including railways and the East African Crude Oil Pipeline, as key investments to support economic transformation.

He said government will also focus on reducing the cost of credit, strengthening domestic revenue mobilisation, and delivering cost-effective social services.

Support to the creative industry and preparations for Africa Cup of Nations 2027 were also highlighted among priority areas.

Museveni added that targeted investments in the Greater Kampala Metropolitan Area will help address urban growth challenges and improve service delivery.

He welcomed ongoing presentations by experts at the retreat, saying they are helping legislators build a shared understanding of national priorities.
