Uganda, Russia Sign Visa Waiver Deal for Diplomats and Officials

Uganda and Russia have signed a visa waiver agreement for holders of diplomatic and service passports, paving the way for easier official travel between the two countries.

The deal does not cover ordinary passport holders. It will take effect 30 days after both governments complete their internal procedures and exchange diplomatic notifications.

Uganda’s State Minister for Foreign Affairs, Haruna Kyeyune Kasolo, and Russia’s Deputy Foreign Minister, Georgy Borisenko, signed the agreement in Moscow on the sidelines of the Third Russia–Africa Summit.

The agreement seeks to ease official visits and strengthen relations between Kampala and Moscow. Russian officials pledged to speed up their review process, which involves several institutions, including the Ministry of Justice.

Beyond travel, the talks explored opportunities for Ugandan coffee and other agricultural exports in Russia. Russian officials expressed interest in promoting the products and supporting efforts to improve market access.

Both sides also called for clearer information on trade and investment opportunities to help private companies pursue business partnerships. They indicated that the next Uganda–Russia Intergovernmental Commission meeting could consider the matter.

The discussions covered cooperation in information and communication technology, alongside education. Russian officials said Uganda receives about 50 government-funded university scholarships each year. Other Ugandan students study in Russia through private sponsorship.

Addressing African and Russian foreign ministers, Kasolo invited investment in agricultural processing, minerals, energy, infrastructure and manufacturing.

He said Uganda offers access to regional and continental markets through the East African Community and the African Continental Free Trade Area.

Kasolo urged both sides to judge cooperation by practical results. He called for agreed targets, effective implementation and regular reviews.

“Uganda stands ready to work with the Russian Federation, the African Union and fellow African countries,” he said.
