President Yoweri Kaguta Museveni has pledged to aggressively promote fish farming in Bukedi sub-region as part of efforts to expand household incomes and accelerate economic transformation.

The President made the commitment on Sunday, December 7, 2025, while addressing more than 10,000 National Resistance Movement (NRM) leaders at Pallisa Secondary School playground in Pallisa District. The mobilisation meeting brought together leaders from Pallisa, Tororo, Busia, Butebo, Butaleja, and Kibuku districts.

President Museveni said government had identified fish farming as one of the enterprises that will lift families out of poverty if local leaders champion adoption of commercial production. He urged leaders to guide communities toward wealth creation through modern farming, value addition, and enterprise development.

“This is something we are going to promote aggressively here in the Bukedi region. When individuals get rich, the whole country gets rich,” he said.

The President emphasised that economic success must begin at household level, with families creating wealth through agriculture, manufacturing, ICT, and services. He also directed leaders to ensure government programmes reach families most in need.

President Museveni called on the people of Bukedi to vote for the NRM in the 2026 elections. He also reminded them of the party’s contribution over the past 40 years, including peace and security, development of infrastructure, poverty reduction, job creation, and increased market access.

He pledged support to the families of Busia residents who were killed by the Force Obote Back Again (FOBA) rebel group, saying the matter remains unresolved.

President Museveni urged leaders and MPs to support prioritisation in government planning, warning that lack of focus leads to inefficiency. He said strategic prioritisation has enabled Uganda to implement key projects, including road upgrades.

He also promised start up capital to help leaders improve their livelihoods and support mobilisation efforts at the grassroots.
