President Yoweri Kaguta Museveni on Wednesday wrapped up his campaign trail in the Ankole sub-region with a rally in Rubirizi District, urging residents to protect peace and embrace government development programs ahead of the 2026 elections.
Museveni, the National Resistance Movement (NRM) Presidential flagbearer, told thousands gathered at Kyenzaza Community Playground that Rubirizi understands the value of stability more than most districts because of its proximity to the Democratic Republic of Congo.
“You who live near Congo know their problems. You have seen refugees in Kamwenge and Rwamwanja. That is why I take pride in seeing Uganda peaceful. Without peace, nothing we talk about today would have been possible,” he said.
The President promised major upgrades to road infrastructure in the region. He confirmed that the Mbarara–Ishaka road will be reconstructed and assured residents that the Katerera–Kamwenge–Ibanda road remains a government priority.
“Even God created the world in stages, six days. I am not God, but we shall do everything in the right order,” he said.
Museveni said the Parish Development Model (PDM) must directly reach households, noting that Rubirizi has so far received Shs18 billion. He directed leaders to ensure transparency, adding that the money will continue to be provided in every budget cycle.
He pointed to steady improvements in education and health services, with all 11 sub-counties now having Health Centre IIIs or above, and a Health Centre IV in Bunyaruguru with four doctors. The district also has 58 government primary schools and 10 government secondary schools.
Beyond public services, Museveni encouraged residents to tap into tourism as a driver of wealth creation, citing Rubirizi’s unique natural attractions.
The President presented NRM flags to party candidates for Member of Parliament, LC V chairperson, and councillor positions as the district gears up for the polls.
First Lady and Minister of Education and Sports, Maama Janet Kataaha Museveni, praised the large turnout and urged the youth to safeguard Uganda’s peace through their vote.
“You, the youth, have the responsibility and power to protect this peace through your vote,” she said. “On voting day, make sure not only you vote but also encourage everyone you know to vote so that together we secure the leadership that will continue to build and protect our country.”
The rally also featured testimony on the impact of the Presidential Skilling Hub initiative. Susan Naturinda said training in hairdressing enabled her to start a business after Senior Four and employ another person.
“I now do dreads and style my own hair,” she said.
Rubirizi District, home to more than 168,000 people, has benefited from PDM funds reaching 16,433 households, improved water access in 71% of villages, expansion of rural electrification, and government investment in irrigation for farmers.
