The Minister for Kampala Capital City and Metropolitan Affairs, Hon. Minsa Kabanda, has officially launched the Patriotic League of Uganda (PLU) signature collection drive for Gen. Muhoozi Kainerugaba, using the capital city as the strategic entry point for a massive mobilization push across the entire Buganda region.
Hon. Daudi Kabanda, Head of the Office of the PLU National Chairman, formally handed designated registration books to the Kampala Minister. He commended her as the first sitting Cabinet Minister to publicly endorse Gen. Kainerugaba’s initiative, entrusting her with spearheading the drive across Kampala's five divisions: Central, Kawempe, Makindye, Nakawa, and Rubaga, which will serve as the nerve center for the wider Buganda campaign.
Accompanied by local leaders, including youth representatives, women leaders, and clergy, Ms. Kabanda emphasized that while groundwork is already underway, the exercise will now intensify aggressively across Kampala District and ripple outward into the broader Buganda sub-region. To maintain credibility, she pledged strict verification protocols across all villages and parishes within Kampala, ensuring single-person registration to prevent duplicate signatures—a model they plan to replicate across Buganda's districts.
Addressing questions about political alignment, Ms. Kabanda explicitly noted that President Yoweri Museveni is fully aware of her support for Gen. Kainerugaba and her involvement with the PLU. She stressed that the ruling NRM and the PLU are fundamentally one, and must remain closely united in their mission.
This Buganda-focused kickoff is part of an ambitious nationwide strategy in which the PLU targets 20 million signatures across the country to demonstrate overwhelming grassroots backing. The endorsement drive follows a formal announcement by the PLU Chairman's Office declaring that Gen. Muhoozi Kainerugaba will contest the presidency in the 2031 general elections. The campaign and endorsement strategy are being undertaken with the approval and guidance of President Museveni, with the Office of the PLU National Chairman distributing designated registration volumes across districts, sub-regions, and municipalities to build a verified supporter database ahead of the upcoming electoral cycle.
The Buganda launch comes as other regions also throw their weight behind the initiative.
Meanwhile, former State Minister for Disaster and Preparedness, Musa Ecweru, led a delegation from Teso who also signed the endorsement book in support of Gen. Kainerugaba’s 2031 presidential bid.
