Acholi Progress Will Deliver Victory for Museveni, Says Hajji Kakande

The Secretary in the Office of the President, Hajji Yunus Kakande, has urged the people of Acholi Sub-region to vote overwhelmingly for President Yoweri Museveni in the 2026 general elections, saying the region’s peace and visible development are results of his leadership.

“I’m sure the people of Acholi will give President Museveni over 80 percent or more. He has done everything you asked him to do in the region,” Hajji Kakande said.

He was speaking at the opening of a three-day capacity building workshop for RDCs, RCCs, their deputies, and security officers from the Acholi sub-region at Bomah Hotel in Gulu City.

Peace, Development Credited to Museveni’s Leadership

Kakande said the sub-region’s transformation from a war-torn area to one of peace and growing prosperity was a direct outcome of President Museveni’s policies.

“Past leaders started senseless wars that caused immense suffering, but President Museveni restored peace and stability. We must thank him for that,” he said.

He announced that the President had approved the extension of the Northern Uganda Social Action Fund (NUSAF IV), assuring that the next phase would prioritize transparency and accountability.

Kakande urged Resident District Commissioners and their deputies to mobilize communities to ensure a strong voter turnout in support of President Museveni and the NRM.

“You should translate the big numbers we saw at the President’s rallies into votes,” he emphasized.

Praise for Gen. Salim Saleh and Operation Wealth Creation

He also commended Gen. Salim Saleh, the Chief Coordinator of Operation Wealth Creation (OWC), for spearheading interventions that are transforming the region’s economy, particularly through the introduction of coffee farming.

Kakande said over Shs 60 billion had been allocated for coffee seedlings to be distributed across Acholi, noting that coffee is one of the world’s most lucrative crops.

“Uganda’s coffee output has grown from two million to nine million bags under President Museveni’s guidance,” he added, citing Vietnam’s post-war coffee revolution as a model of how agriculture can drive national recovery.

Government Development Efforts

He highlighted ongoing investments in roads, schools, and electricity, but stressed that individuals must take personal initiative in wealth creation.

“In the next ten years, Acholi will be a different and more developed place if people work hard and take advantage of government programs,” Kakande said.

Workshop Focus

The workshop, organized by the Office of the President, aims to strengthen leadership, coordination, and performance among local commissioners.

Maj. Martha Asiimwe, Head of the RDC Secretariat, said it focuses on leadership development, teamwork, and emerging security threats, while encouraging innovation among district officials.

“As chairpersons of District Security Committees, you must stay creative, responsive, and aligned with the Commander-in-Chief’s vision,” she stated.

Regional Commendations

Alice Apio Akello, Regional Commissioner for Northern Uganda, praised the commitment of RDCs and security leaders, attributing large turnouts at Museveni’s recent campaign rallies to their effective mobilization.

Felix Olumu, Assistant Commissioner in charge of Economic Monitoring, emphasized the importance of tracking and evaluating local government projects to ensure tangible service delivery and household transformation.

The workshop was attended by several senior government officials, including Col. Emmy Katabazi, Lt. Col. Kibrai Ambako, and technical officers from the Office of the President.
