President Yoweri Kaguta Museveni has bid farewell to outgoing Russian Ambassador Vladlen Semivolos, praising his role in strengthening bilateral ties between Uganda and Russia.
The meeting took place at State House Entebbe on April 4, 2026, where the two leaders reflected on longstanding relations between the two countries.
“I congratulate you on finishing your tour of duty and I commend your efforts in ensuring the continued warmth and cooperation between our countries and people. I wish you good luck in your future endeavors,” President Museveni said.

Ambassador Semivolos expressed appreciation for his time in Uganda, highlighting the cooperation achieved during his tenure.
“I take pride and special privilege to have served in this country and I honour your support in various fields that have benefitted both Uganda and Russia,” he said.

In a separate engagement, President Museveni received Virginie Leroy, who delivered a message and invitation from Emmanuel Macron for the upcoming France–Africa summit in Nairobi.
Uganda is expected to participate in the summit scheduled for next month.

The President also held talks with Lisa Chesney, focusing on expanding economic cooperation between Uganda and the United Kingdom.
Discussions centered on trade opportunities and export financing projects aimed at boosting business and economic growth.
