The House of Bishops of the Church of Uganda has elected Rev. Canon Associate Prof. Dr. Grace Lubaale as the 4th Bishop of Busoga Diocese.

The election took place on October 7, 2025, during the House of Bishops’ sitting at Lweza Training and Conference Centre. According to the Church, Rev. Canon Dr. Lubaale will be consecrated and enthroned on December 14, 2025, at Christ’s Cathedral, Bugembe in Jinja. 

He will be taking over from Rt. Rev. Dr. Paul Moses Naimanhye, the 3rd Bishop of Busoga Diocese.

Born on October 9, 1978, in Bugombya Zone, Butansi Parish, Kamuli District, Rev. Canon Dr. Lubaale gave his life to Christ in December 1994. He was ordained a Deacon in 2008 and priested in 2009 in the Diocese of Kampala. In recognition of his service, he was installed as Canon of Education and Training at All Saints Cathedral Kampala on November 1, 2024.

Rev. Canon Dr. Lubaale holds a Doctorate in Development Studies, a Master of Arts in Theology, a Master of Arts in Development Studies, and a Bachelor of Arts with Education. He is married to Clare Louise Atuheirwe, and together they are blessed with four children.

The Church of Uganda congratulated him and the Christians of Busoga Diocese on what it described as “a great milestone in ministry.” His election follows the tradition of spiritual leadership renewal aimed at strengthening evangelism and community transformation within the Anglican faith.

Meanwhile, the Archbishop of the Church of Uganda, The Most Rev. Dr. Stephen Samuel Kaziimba Mugalu, commissioned the Provincial Tribunal—a body tasked with handling internal disputes within the Church.

The tribunal members underwent orientation led by Justice Mike Chibita of the Supreme Court before being officially commissioned. The team is chaired by Canon Naboth Muhairwe, the Provincial Chancellor, and includes Bishop Prof. Fred Sheldon Mwesigwa (Ankole Diocese), Bishop Onesimus Asiimwe (North Kigezi), Bishop Pons Awinjo Ozelle (Nebbi), Bishop James Bukomeko (Mityana), Bishop George Turyasingura (East Ruwenzori), and Bishop John Wilson Nandaah (Mbale).

Other members include Justice Hellen Obura, representing the laity, and The Very Rev. Canon Dr. Rebecca Nyegenye, representing the clergy.

The election of Rev. Canon Dr. Lubaale and the commissioning of the tribunal reflect the Church’s ongoing commitment to strong leadership, accountability, and institutional integrity.
