The Speaker of Parliament, Jacob Marksons Oboth, has held talks with Lord Krish Raval of the United Kingdom House of Lords to strengthen parliamentary diplomacy, expand bilateral trade, and stimulate foreign direct investment between Uganda and the UK.
The high-level consultative meeting, held at Parliament in Kampala on Sunday, October 4, 2026, focused on utilizing inter-parliamentary networks as an economic driver to support government-to-government cooperation.
Speaker Oboth stated that the 12th Parliament is actively pursuing strategic partnerships with traditional bilateral allies, with the United Kingdom remaining a primary economic and historical partner.
He noted that while Uganda and the UK share decades of historical and diplomatic ties, the legislative branch aims to ensure that these relations translate into tangible commercial outcomes, expanded export volumes, and business linkages over the next five years.
The Speaker reiterated Parliament's readiness to draft and pass supportive statutory instruments that eliminate regulatory bottlenecks, safeguard investors, and ease commercial trade flows between the two economies. He emphasized that active parliamentary diplomacy serves to complement the strategic engagements of the Executive and the Ministry of Foreign Affairs.
Lord Krish Raval stressed that transparent legal frameworks and judicial certainty remain decisive considerations for global investors seeking long-term capital deployment.
He noted that parliamentarians hold a primary constitutional duty to uphold the rule of law, create predictable regulatory regimes, and provide the institutional legitimacy required to inspire investor confidence.
Lord Raval, an educator and member of the UK House of Lords who was born in Uganda, is in the country leading high-level stakeholder dialogues on economic cooperation, development financing, and diaspora engagement. His delegation has held parallel engagements with President Yoweri Kaguta Museveni, Prime Minister Robinah Nabbanja, and senior cabinet technocrats.
The Kampala dialogue builds directly on Speaker Oboth’s official working mission to London in September 2026, where he held strategic talks with the Speaker of the UK House of Commons, Sir Lindsay Hoyle, on establishing structured bilateral exchanges between Westminster and Uganda's legislature.
