President Yoweri Kaguta Museveni has directed National Resistance Movement (NRM) members of parliament to return to core party mobilisation methods, maintain regular contact with their constituents, and ensure government affirmative wealth creation programmes directly impact household incomes.
The President issued the directives on Friday while addressing a meeting of the NRM Parliamentary Caucus convened at the Kololo Ceremonial Grounds in Kampala.
President Museveni instructed the legislators to actively monitor the execution of the Parish Development Model (PDM) within their constituencies, emphasizing that the funds must reach intended subsistence households without being diverted by administrative bottlenecks or corrupt officials.
Turning to environmental conservation, the President issued a firm directive regarding the protection and restoration of ecologically fragile wetlands across the country, describing them as irreplaceable water reservoirs that sustain river basins and rainfall cycles.
He ordered that all persons currently occupying gazetted wetlands must vacate them immediately to allow natural ecological regeneration.
To mitigate the livelihood shock on affected communities, the President announced targeted alternative livelihood interventions, notably in the wetland-dense regions of Busoga, Bukedi, and Kigezi. He explained that the Government will assist former wetland encroachers to establish commercial fish farming enterprises along wetland fringes, which will generate household revenue while preserving water reserves for irrigation.
On community security and rule of law, President Museveni challenged lawmakers to remain accessible to local populations and stay attuned to emerging grassroots crime, particularly the rampant theft of cattle, coffee produce, and agricultural assets that directly undermines rural household stability.
The President also highlighted Uganda’s long-term industrialization agenda, pointing to national capital investments aimed at expanding productive capacity and lowering the cost of doing business.
He cited ongoing commitments toward the development of nuclear energy to stabilize the national power grid, the construction of the standard gauge railway network to slash regional freight tariffs, and the acceleration of the Hoima oil refinery and petroleum infrastructure.
President Museveni reiterated that these major investments must be reinforced by deeper regional economic integration under the East African Community (EAC) and continental trading blocs. He noted that wide market access remains essential to absorb Uganda’s agricultural and industrial surpluses, stimulate domestic enterprise, and generate employment for the youth.
He urged the MPs to lead with accountability, promote discipline, and ensure that public resources translate into measurable socio-economic transformation across every parish.
