Operation Wealth Creation (OWC) has restructured its directorates to align institutional operations with its updated establishment and enhance service delivery nationwide.
The reorganization was announced during an official handover and transition ceremony at OWC Headquarters in Kamwokya, Kampala.
Deputy Chief Coordinator Brig. Gen. Godfrey Muwanguzi presided over the event on behalf of the Chief Coordinator, Gen. (Rtd) Caleb Akandwanaho (Salim Saleh).
Brig. Gen. Muwanguzi explained that the structural realignment follows administrative reviews designed to strengthen oversight, monitoring, evaluation, and community-level support for government socio-economic programs.
As part of the reforms, the former Value Addition unit was expanded into the Directorate of Value Addition and Manufacturing.
Additionally, agricultural oversight was consolidated under a unified Directorate of Agriculture, integrating previously separate value chain functions including Inputs, Coffee, Cocoa and Tea, Fruits and Horticulture, and Sugarcane.
Newly Appointed and Redeployed Directors:
- Maj. Gen. (Rtd) John Mateeka – Director of Agriculture
- Maj. Gen. (Rtd) David Wakalo – Director of Inspectorate, Research and Analysis
- Hon. Kabakumba Masiko – Director of Wealth Creation and Social Action Funds
- Brig. Gen. (Rtd) J.B. Mulindwa – Director of Value Addition and Manufacturing
- Brig. Gen. (Rtd) Jacob Asimwe – Director of Political Affairs
- Brig. Gen. (Rtd) J.C. Anywar – Director of Infrastructure
- Col. Victor Opera – Director of Operations
- Maj. (Rtd) Rubaramira Ruranga – Director of Social Services and Outreach Campaigns
- Dr. Arigye A. Eugene – Director of Policy, Planning and Development
- Eng. John Wambogo – Director of Science, Technology, Innovation and ICT
- Mr. Allio Emmanuel Ewaku – Director of Investment and Private Sector Development
- Ms. Sylvia Damalie Owori – Director of Creatives and Member-Based Organisations
Brig. Gen. Muwanguzi called on the directorate heads to uphold teamwork, accountability, and performance tracking in alignment with strategic guidance from President Yoweri Kaguta Museveni.
Outgoing Director of Inputs, Maj. Gen. (Rtd) Elly Kayanja, stressed that delivering geographically appropriate agricultural inputs remains critical for raising farm productivity.
Incoming Value Addition Director Brig. Gen. (Rtd) J.B. Mulindwa pledged to prioritize institutional continuity, team coordination, and industrial processing initiatives.
Hon. Kabakumba Masiko, transitioning from Sugarcane Value Chains to Social Action Funds, urged continued investment in supportive rural infrastructure, including feeder roads, markets, and processing machinery.
The leadership team emphasized that project evaluations must rely on physical verification, beneficiary feedback, and empirical field evidence rather than unverified reports.
The ceremony was attended by Chief Staff Officer Brig. Gen. James Kaija, along with directors, department heads, technical specialists, and administrative staff officers.
