Uganda is hosting a delegation from Mozambique for a week-long bilateral summit to strengthen cooperation in veterans’ affairs, agricultural development, and regional security.
The engagement runs under the theme “Advancing Uganda-Mozambique Cooperation in Combatant/Veteran Affairs and Development Space.”
Both nations are building on shared liberation ties established when Mozambique hosted and trained Ugandan Front for National Salvation (FRONASA) fighters in 1976.
Welcoming the delegates, General (Rtd) Ivan Koreta described the historical partnership as a powerful example of military solidarity.
“This is where the soul of these things comes from. This is where the background of our cooperation comes from,” Gen. Koreta said.
He noted that Mozambique’s crucial wartime support remains a cornerstone of modern military diplomacy between the two nations.
“There is no bigger diplomacy than that. 1976 is not ancient, it is very recent. So, when you talk about modern military relationships, this is a clear manifestation and example of what military diplomacy can do,” Gen. Koreta added.
Gen. Koreta and Brig. Gen. (Rtd) John Boaco Omure are leading the implementation of bilateral pledges made during President Yoweri Kaguta Museveni’s 2018 state visit to Maputo.
The projects include renovating accommodation barracks and upgrading a technical institute in Montepuez, Cabo Delgado Province.
The initiatives also feature agricultural and agro-processing schemes tailored for Front for the Liberation of Mozambique (FRELIMO) veterans.
Horacio Massangaie, an adviser to Mozambique’s Minister of Veterans Affairs, emphasized translating the existing Memorandum of Understanding into concrete agribusiness ventures.
“Uganda has very good expertise, very good know-how in the realm of agriculture, in the realm of agribusiness,” Massangaie said.
Uganda’s High Commissioner to Mozambique, Ambassador Colonel (Rtd) Fred Mwesigye, stated that the partnership will deliver tangible socioeconomic benefits while safeguarding shared liberation heritage.
Ambassador Mwesigye confirmed that Uganda will maintain ongoing training support in Mozambique for combatants and wildlife rangers.
The bilateral meetings will conclude with the formal signing of cooperation agreements to guide joint agricultural, welfare, and training programs.
