Kampala Capital City Authority (KCCA) has said complaints about noise, fumes and heavy vehicles at a Bugolobi property triggered an enforcement operation that ended in a confrontation with Green Power International management.
The authority said residents accused the company of using residential premises on Plot 24, Princess Anne Road, for commercial or light industrial activities without approval.
Through MMKS Advocates, the residents complained that activities at the property disrupted their neighbourhood.
KCCA said it investigated the complaints and issued an enforcement notice on September 9, 2026. It followed this with a stop order on September 18, 2026, after alleged non-compliance. The orders required activities to cease pending approval.
On October 8, 2026, enforcement officers visited the premises to implement a decision by the authority’s Physical Planning Committee.
According to KCCA, company management resisted the operation, blocked access with a lorry and seized an authority vehicle.
KCCA alleged that one person picked up a paving block and threatened to strike officers, while another climbed onto an enforcement vehicle. It also accused individuals at the premises of inciting others to attack its team.
The authority said those involved were arrested and appeared in court that day. It reported no injuries during the operation.
The allegations remain before court. The statement did not include a response from Green Power International or specify the charges and number of people arrested.
KCCA also addressed social media reports of an alleged assault, saying they concerned a separate incident near the complainant’s residence on October 11, 2026.
It said that incident was reported as a robbery at Jinja Road Police Station under reference number 14/11/10/2026. Investigations remain ongoing.
The authority said property owners and businesses must obtain approval before changing land use. It urged those challenging enforcement decisions to use lawful channels.
KCCA said it would make no further comment on the case while court proceedings continue.
