The Ministry of Foreign Affairs has completed the first phase of its Grade VI Foreign Service Officer training at the Civil Service College in Jinja.
The programme's completion marked a key step in the rollout of a structured training system for Uganda’s diplomats.
Retired Ambassador Paul Mukumbya, who coordinated the programme, praised the trainers for their work and urged participants to use the skills gained.
“You have had the opportunity to learn from seasoned practitioners, gaining firsthand insights into the practice of diplomacy. It is imperative that you apply this knowledge in your professional capacity and continue to seek further learning,” he said.
He noted that the trainees are joining the Foreign Service at a time when a clear training framework is in place to guide their growth.
Phillip Mbatya, Head of Human Resource Management, said the training is designed to give officers a strong professional base. He said it helps align officers from different academic and work backgrounds.
“Your diverse academic and professional backgrounds necessitate this harmonisation, ensuring you are adequately equipped for effective service,” he said.
Mbatya added that the ministry has adopted a tiered system from Grade VI to Grade I to support continuous learning and skills development.
He said future plans include country exposure programmes and placements in other government agencies to deepen understanding of Uganda, especially in economic and commercial diplomacy.
Speaking on behalf of the trainees, Francis Roy Yiga thanked the ministry and facilitators for the programme.
“We are thankful to the Ministry's leadership, our facilitators, and the Civil Service College for the knowledge and guidance imparted. This training has been both enriching and transformative,” he said.
Ambassador John Leonard Mugerwa, representing the Permanent Secretary, said the one-month training from Kyankwanzi to Jinja has given participants a strong foundation in Uganda’s diplomatic direction.
He urged the trainees to stay disciplined and continue learning as they begin their careers.
The ministry says the structured training curriculum will help build a professional and effective Foreign Service to advance Uganda’s interests globally.
