The Ministry of Foreign Affairs has paid tribute to a group of retiring ambassadors and senior officers, praising decades of service that shaped Uganda’s diplomatic footprint across the world.

The ceremony took place on Wednesday at Four Points by Sheraton Hotel in Kampala and brought together ministry leaders, staff, families and partners in a moment of reflection and gratitude.

Permanent Secretary Bagiire Vincent Waiswa represented the ministers and the Government of Uganda. He described the careers of the retirees as disciplined public service in one of government’s most demanding portfolios.

“We gather not merely to mark the passage of time,” Bagiire said, “but to recognize the substance of duty quietly rendered, consistently delivered, and nationally transformative.”

He thanked Amb. Paul Mukumbya, Amb. Elly Kamahungye, Juliet Namiiro Mugerwa and other officers for their contribution to the Foreign Service and for upholding the country’s image abroad.

Bagiire commended Ambassador Elly Kamahungye for what he called unwavering pursuit of national objectives and exemplary representation of the ministry.

He also highlighted Ambassador Paul Mukumbya’s work in Mombasa. He said the posting helped leverage port access, partnerships and regional goodwill to grow Uganda’s tourism profile and attract more travelers.

The Permanent Secretary emphasized the value of strong administrative systems. He said accurate record keeping and timely accountability are as vital to diplomacy as negotiation.

He urged staff to uphold mutual respect within the institution. He said dignity and kindness form the foundation of leadership.

In his remarks, Amb. Kamahungye thanked the Permanent Secretary and colleagues for teamwork. He said the publication of the Economic and Commercial Diplomacy Strategy Handbook affirmed years of effort.

“Teamwork is all that matters,” he said. “When we work as one, progress follows.”

Amb. Mukumbya described the ceremony as a significant shift from the past when officers often retired without formal recognition.

“Today’s gesture affirms that service is remembered,” he said.

Reflecting on his 31 years in service, he stressed the importance of cohesion at missions. He warned that workplace conflict undermines results.

He credited collaboration with partners, including the private sector, for strengthening tourism diplomacy and thanked government for the opportunity to serve.

Other retirees spoke about resilience, fairness and gratitude for support from colleagues and families.

The ministry also recognized in absentia Amb. Margaret Kedisi, Amb. Patrick Guma Muganda, Aisa Bogere and Catherine Natabo.

Officials said the ceremony comes as the ministry prepares to roll out a new strategic plan, linking the legacy of departing diplomats to the next generation entrusted with advancing Uganda’s interests abroad.
