Makerere University Secures $12.2M Grant to Boost Digital Learning

The Government of Korea through Korea International Cooperation Agency (KOICA) has granted $12.2 million (UGX 44 billion) to Makerere University to enhance its Open, Distance, and e-Learning (ODeL) capacity.

Minister of State for Higher Education, Dr. John Chrysostom Muyingo, launched the project on February 27, 2025, at Makerere University. He commended Korea for its commitment to Uganda’s education sector, emphasizing the importance of digital transformation in higher education.

“This grant is more than just a financial contribution. It is a symbol of Uganda and the Government of Korea’s strong partnership to advance higher education, digital transformation, and skills development,” Dr. Muyingo said.

The initiative aims to expand online learning platforms, improve access to digital resources, and bridge the gap between traditional and digital learning. According to Dr. Muyingo, the project will make Makerere’s education more flexible and accessible to students within and beyond Uganda.

“With the advancing technological environment, educational institutions must work smarter to ensure that educators and learners have the right tools to deliver quality education,” he added.

Strengthening Makerere’s Digital Future

Speaking on behalf of Makerere University Council Chairperson, Lorna Magara, Dr. James Nkata urged students, faculty, and staff to embrace technology to unlock the university’s full potential.

“I extend my heartfelt appreciation to the people of the Republic of Korea for their trust and generous support. We are grateful for the continued collaboration and backing of the Ministry of Education and the Ministry of Finance, which have been instrumental in making this project a reality,” Mrs. Magara said in a speech read by Dr. Nkata.

Vice Chancellor Prof. Barnabas Nawangwe noted that the grant reinforces Makerere’s reputation as a hub for academic excellence and innovation.

“The KOICA project aligns seamlessly with our strategic goals and Uganda’s national development priorities. By strengthening our ODeL framework, this initiative will enhance teaching and research capabilities while fostering innovation, digital entrepreneurship, and knowledge sharing across borders,” Prof. Nawangwe said.

Prof. Nawangwe emphasized that the project would establish a dynamic e-learning ecosystem that promotes creativity, critical thinking, and problem-solving.

“By equipping students and faculty with advanced digital tools, we will develop innovative solutions to address socio-economic challenges in Uganda and beyond,” he added.

A High-Tech Leap for Learning

Prof. Henry Mwanaki Alinaitwe, the project’s Principal Investigator, revealed that Makerere will establish a state-of-the-art e-learning facility equipped with cutting-edge tools to support interactive learning.

“We will create a masterplan that accommodates a platform and network of resources to guide infrastructure development,” he said.

The project will also develop a repository of high-quality digital course materials tailored to student and faculty needs.

South Korean Ambassador to Uganda, Park Sung-Soo, emphasized Korea’s belief in education as a foundation for national development.

“Korea’s experience demonstrates that education is a long-term commitment, often described as a ‘hundred-year plan.’ We are eager to share our knowledge and expertise with Uganda to support its educational advancement,” he said.

The ambassador noted that the COVID-19 pandemic highlighted the need for resilient learning environments.

“As a global leader in information technology and a country that deeply values education, Korea is honored to work with Uganda to enhance digital learning infrastructure and expand access to education,” he said.

Makerere: A Digital Hub for Africa

Prof. Chun Seyeoung, the KOICA Project Manager, projected that the initiative will position Makerere as a digital learning hub for Africa.

“Based on the experience gained from this project, Makerere will be able to digitally transform, applying the e-learning model to all academic programs, including master’s and doctoral courses,” he said.

Prof. Chun expressed confidence that Makerere will become a leader in ODeL across the continent.

With this investment, Makerere University is set to revolutionize learning, making higher education more accessible, interactive, and technology-driven.
