Museveni Warns Against Reckless Choices as NRM Rallies People in Kiboga

President Yoweri Kaguta Museveni has cautioned voters against making reckless political choices, saying elections are about trust, capability and the future stability of the country, as the National Resistance Movement intensified its campaign in Kiboga District.

Addressing a large rally at Ssaza Grounds on Tuesday, Museveni said Uganda’s painful history of conflict was largely driven by poor leadership decisions, urging voters to treat elections as a serious national responsibility.

“Leadership is not a game. When a country makes wrong choices, the people suffer,” Museveni said, recalling the violence Uganda endured from Independence in 1962 through successive conflicts in 1966, 1971, 1979, 1981 and 1986.

He said that history informed his confidence in presenting the NRM manifesto for 2026–2031, insisting that the ruling party has a proven record of delivery.

“The NRM is capable. We are not jokers. What we promise, we deliver, and what we reject, we firmly reject,” Museveni said.

The President appealed to residents of Kiboga to support him and other NRM flagbearers in the forthcoming elections, arguing that continued backing would safeguard the party’s gains in peace, development and economic transformation.

He highlighted four of the NRM’s key achievements over the past four decades, peace, development, wealth creation and job creation, saying these had transformed Kiboga from a region once affected by insecurity into one enjoying sustained stability and growth.

Museveni described peace as the foundation of all progress, noting that Kiboga has enjoyed more than 40 years without conflict. He attributed this stability to the NRM’s rejection of sectarian politics based on religion, tribe, gender or age, as well as inclusive governance and social programmes such as immunisation.

On development, the President cited investments in roads, electricity, telecommunications and railways, singling out the Hoima–Kiboga road as a key milestone. He pledged further upgrades to roads linking the district to neighbouring areas and said anticipated oil production would help fast-track delayed infrastructure projects.

Turning to wealth creation, Museveni urged households to focus on increasing incomes through commercial agriculture and enterprise, promoting the NRM’s four-acre model as a practical pathway for families. He added that job creation flows from agriculture, manufacturing, services and information and communication technology, supported by government skilling centres.

Earlier, First National Vice Chairperson of the NRM, Alhajji Moses Kigongo, called for peaceful and disciplined campaigns, urging party leaders and supporters to engage voters calmly and respectfully.

“Peace and discipline during the election period are essential for consolidating support and safeguarding national stability,” Kigongo said.

NRM Vice Chairperson for the Central Region, Haruna Kasolo, said the ruling party has delivered on its commitments and would do more with renewed electoral support.

Kiboga District NRM Chairperson, Ruth Nankabirwa, praised Museveni for restoring peace and strengthening security through the establishment of police stations in previously affected areas. She also hailed wealth creation programmes such as the Parish Development Model and Emyooga, saying many households in Kiboga have benefited.
