President Yoweri Kaguta Museveni has praised seven retiring Uganda People’s Defence Forces (UPDF) generals for their service, urging them to use their improved retirement benefits wisely and avoid falling prey to scams.
Presiding over the ceremony at State House, Entebbe, Museveni said the officers had played a key role in transforming the army from a small and underestimated force into the backbone of Uganda’s security and stability.
“What started as a laughable thing has become the backbone of this country. All the men who sacrificed their lives built Uganda, and I thank these officers for their contribution,” the President said, quoting the Luganda proverb “Obwato bufa magoba” to emphasize that soldiers had endured years of low pay before the economy improved.
The retirees include Lt. Gen. Peter Elwelu, Lt. Gen. Francis Ben Okello, Maj. Gen. Hudson Mukasa, Maj. Gen. George Igumba, Brig. Gen. John Byuma, Brig. Gen. Dominic B. Twesigomwe, and Brig. Gen. Augustine Kamyuka Kyazze.
Museveni revealed that the government was now able to provide a substantial retirement package due to economic growth. “I don’t want my generals to retire in poverty… now it’s time to do something about the salaries and retirement benefits of the soldiers,” he said, urging them to avoid risky investments.
The President also credited God’s blessing for the UPDF’s success, saying, “When we are here, the first thing we should do is thank God for blessing us in all those efforts.”
Defence Minister Jacob Oboth Oboth commended the generals for serving with diligence, while the Deputy Chief of Defence Forces, Lt. Gen. Samuel Okiding, thanked Museveni for his visionary leadership and hailed the retirees for their dedication.
Speaking on behalf of the retiring officers, Lt. Gen. Elwelu expressed gratitude for the opportunity to serve. “This is a great day for the seven of us who are retiring today,” he said, thanking the President for mentorship and the UPDF for support throughout their careers.
The ceremony was attended by Ministry of Defence officials, UPDF leadership, family members, and friends of the retirees.
