Operation Harmony: Over 25,000 Cattle Evicted from Northern Uganda

The Uganda People’s Defence Forces (UPDF) has successfully overseen the voluntary exit of more than 25,000 head of cattle from Northern Uganda as part of Operation Harmony, a presidential-ordered eviction targeting nomadic pastoralists, commonly known as the Balaalo.

The operation, which began in June 2025, aims to resolve long-standing conflicts over land and resources between local farmers and migrant herders.  

Major General Felix Busizoori, Commander of the UPDF 4th Infantry Division, commended the coordinated efforts of security teams in the West Nile and Acholi sub-regions.

Speaking at a review meeting in Gulu, he reported that 19,826 cattle had left through the Karuma Bridge exit point, while an additional 5,390 were returned to South Sudan. He emphasized the role of cultural leaders in mobilizing communities, ensuring the operation remained peaceful.  

The general also issued a warning to foreign herders—particularly the Umbololo from Cameroon, the Central African Republic, and South Sudan—who had illegally entered Uganda through border districts such as Koboko, Yumbe, Madi Okollo, and Amuru. He dismissed rumors of security forces killing livestock, attributing any animal deaths to herder negligence.  

Koboko Resident District Commissioner Alex Mitala stressed the voluntary nature of the operation, while West Nile North Regional Police Commander Joseph Mwesige criticized politicians and lawyers for allegedly encouraging herders to resist the eviction.  

The government has called for improved infrastructure to support the operation, urging the Ministries of Agriculture and Transport to enhance road access in affected areas.  

With the grace period still in effect, authorities expect further compliance while warning of against sabotage or illegal activity.
