The Petroleum Authority of Uganda (PAU) has appointed Steven Enach as the new Director Midstream, strengthening the institution’s capacity to oversee key infrastructure projects in Uganda’s oil and gas sector.

Enach brings over 15 years of experience in petroleum science and midstream operations. He has served in multiple senior technical roles since entering public service in 2009, including as a Petroleum Geochemist and later as Head of the Chemical and Process Section at the Ministry of Energy and Mineral Development (MEMD).

He holds a Bachelor of Science in Technology (Chemistry) from Kyambogo University and a Master of Science in Refinery Design and Operations from the University of Manchester, UK.

Enach joined PAU in 2018 as Manager for Refining and Gas Processing, where he led regulatory oversight for gas utilisation and refinery development. His work was critical to the progress of Uganda’s midstream projects, particularly the Uganda Refinery Project.

Most recently, Enach was part of the government team that negotiated and signed the landmark implementation agreement with Alpha MBM Investments of the United Arab Emirates in March 2025 for the construction of the Uganda Oil Refinery.

His appointment underscores the Authority’s strategic focus on efficient regulation and the delivery of transformative energy infrastructure to support national development.

“Steven Enach’s appointment reflects PAU’s commitment to building local technical capacity and driving forward Uganda’s midstream agenda with professionalism and integrity,” the Authority noted in a statement.

As Director Midstream, Enach will oversee the development and regulation of key infrastructure such as pipelines, storage facilities, and refineries, ensuring they meet global standards and contribute to Uganda’s long-term energy security and economic growth.
