Kampala Capital City Authority (KCCA) Executive Director Sharifah Buzeki has issued a stern warning to law enforcement officers against corruption and abuse of office, calling for strict adherence to professionalism and discipline in the execution of their duties.
While addressing officers at City Hall, Buzeki emphasized that KCCA will not tolerate impunity and that officers engaging in corrupt acts will face consequences.
“Officers who abuse their positions or apply the law selectively will be held individually accountable,” she said.
Buzeki condemned the practice of extorting bribes from city dwellers and criticized the selective enforcement of ordinances based on personal gain.
“Why should an officer measure clothes on their own body before impounding them? That is corruption,” she remarked.
She revealed that some officers have already been issued with notices to explain misconduct, while others have failed to respond within the stipulated 14 days. She assured that disciplinary action will follow.
“Those who behave professionally will have a long stay at KCCA. But those acting with impunity, even late in the evening, will not be allowed to continue,” she warned.
Despite the challenges, Buzeki commended officers for safeguarding city green spaces and helping restore Kampala’s image. She encouraged innovation and praised an officer who composed a song for her, asking the communications team to refine it.
The Executive Director also highlighted the need for continuous training. During an interactive session, she tested officers’ knowledge of KCCA ordinances and found gaps in familiarity with legal frameworks beyond the Trade Ordinance.
She promised refresher training and regular engagement to improve law enforcement standards and address officers' welfare concerns.
“KCCA exists to serve the public, and you must align your work with that goal,” Buzeki told the officers.
She reiterated that qualified Ugandans are ready to serve if current officers fall short.
Buzeki was joined by Deputy Executive Director Benon Kigenyi and Director for Legal Affairs Frank Rusa, whom she tasked with documenting all legal concerns raised. Also present were KCCA prosecutors and Manager Law Enforcement SSP Kassim Matovu.
