The parliamentary committee on Commissions, Statutory Authorities and State Enterprises (COSASE) is set to summon the former executive director of Kampala Capital City Authority (KCCA) Jenifer Musisi Ssemakula over illegal remittance of KCCA workers’ money to the National Social Security Fund.
On Wednesday, the committee chairperson Mubarak Munyagwa revealed that during Musisi’s reign, KCCA staff who are permanent and pensionable have been remitting funds to NSSF which is illegal.
“You cannot deduct money from somebody who is permanent and pensionable and remit it to NSSF because such people are subjected to Pensions’ Act. It was illegal for KCCA to continue deducting over Shs600m from KCCA workers,” Munyagwa said, adding that there could have been collusion between KCCA and NSSF to illegally deduct such monies from staff.
“The solicitor General even gave an opinion but the management at KCCA disregarded it. I am very serious about this because Madam Speaker [Rebecca Kadaga] directed me to do this and there is no doubt we are going to summon Madam Jennifer Musisi,” Munyagwa said.
Indeed, NSSF legal counsel Faith Kimolo confirmed that they have been receiving this money since 2011 and that they have been collecting over Shs600million every year from KCCA workers. She noted that they didn’t know they were deducting money from pensionable staff.
“We do agree because KCCA knows the categories of employees they have and us as NSSF cannot know; we only know those staff who fall under our jurisdiction and we cannot get individual contracts of all employees at KCCA,” Kimolo said.
Musisi announced her resignation on October 15, 2018, after about 7 years at the helm. Among the challenges, Musisi cited in her resignation letter include; irreconcilable differences between political strategists and technical team of KCCA, limited funding, inadequate political support to the efforts of the KCCA Technical Team and others.
