Over 300 NRM MPs are this afternoon expected to meet at Kololo Ceremonial Grounds to elect Members who will sit on various parliamentary committees.
In a notice issued by NRM Secretary General Justine Kasule Lumumba, the agenda of the meeting is to discuss and agree on the committee members of the 11th Parliament. The NRM caucus is expected to receive applications from the MPs who seek to be members of the respective committees before approval is made on the floor of Parliament as designated by the party whip.
President Yoweri Museveni, the Party chairperson is expected to grace this NRM caucus.
In accordance with article 90 of the Constitution, the House shall appoint Committees of Parliament necessary for the efficient discharge of its functions. Parliament is composed of Standing committees and Sectoral Committees. Standing committees last two and half years and are set up at the start of a new term of Parliament, while sectoral committees are departmentally related committees, whose composition is determined at the start of each new session. Sectoral Committees has a composition of 16 committees while standing committees has 13 committees.
By law, all the accountability committees of Parliament are chaired and deputized by the Opposition legislators, while those mandated to implement government programmes are chaired by the ruling party legislators.
Recently, National Unity Platform (NUP), the opposition party with the biggest representation in parliament constituted leadership of the minority side in the 11th parliament. Mathias Mpuuga was appointed Leader of Opposition, while Medard Ssegonna was appointed chairperson of Public Accounts Committee, deputized Asuman Basalirwa. Joel Sseyonyi was appointed chairperson of COSASE, deputized by Lucy Akello among others.
