Kampala Capital City Authority (KCCA) will work with the ministries of Kampala and Metropolitan Affairs, Works and Transport, Security, and the Office of the President to conduct a two-week exercise to register Boda Boda riders in Kampala.

The exercise will commence on August 15 and end on August 30, according to KCCA Executive Director Dorothy Kisaka's statement issued Monday.

"All BODA-BODA and motorcycles operating in Kampala City must participate in the census exercise irrespective of any earlier registration so as to update and validate their information," she said.

According to the statement, the census exercise is to enable the Authority, organise and regulate the BODA-BODA operations and create public transport order for the overall wellbeing of the city, enhance the safety and security of BODA-BODA riders and their passengers, and establish an online database for BODA-BODA, motorcycles and riders involved in public transport in Kampala.

It is also aimed at updating the motor vehicle registry database with current information on BODA-BODA and motorcycle ownership.

Currently, the Boda Boda industry is not cohesively regulated by the Authority and is relying on the adhoc groups regulated by the operators. This has led to the mushrooming of ungazzetted BODA-BODA stages in every division," reads the statement.

"There has been increasing and rampant insecurity and thefts involving BODA BODA rider. The crowding of Boada boda has made the streets disorderly and congested and caused inconvenience for both the operators and the passengers."

The director said that there are many reported accidents caused by Boda bodas, with the Kampala Road Safety Annual Report 2019-2020 showing that Boda Boda-related accidents accounted for 46%-48% of deaths in the city.

KCCA will not charge any cost for the Census exercise, according to the statement, and riders will lodge their applications in the divisions they operate.

"... all residents of Kampala city are called upon to support the BODA-BODA census and to urge all BODA-BODA owners, riders and operators to participate in the exercise and promote a Smart City," ends the statement.
