Breaking the Back of Impunity Will Combat Torture, UHRC’s Kaheru
In response to the recent directive from the Chief of Defence Forces, Gen Muhoozi Kainerugaba, aimed at addressing impunity on Ugandan roads, many Ugandans have lauded this initiative. Some have taken to social media to share photographs of military and other high-ranking government officials adhering to traffic regulations.
The crackdown initiated by the CDF targets military and high-ranking officials who have been involved in harassing vulnerable road users, including incidents of forcing vehicles off the road and collisions where victims do not receive any compensation for damages.
Mr. Crisip Kaheru, a member of the Uganda Human Rights Commission, has offered a distinct perspective on the CDF’s actions against reckless driving.
Mr. Kaheru highlighted, "Impunity among some Ugandans, whether in civilian communities or within security agencies, is contributing to a rise in torture cases. Some people feel they are untouchable and will not be held accountable for their actions.
He further emphasized, "If we collectively break the back of impunity, we can effectively combat torture. This can be achieved through the combined efforts of both state and non-state actors. I am optimistic; some progress has already begun.”
